Other Agencies in Shiloh County

 

Shiloh County has a variety of non emergency response agencies that operate in the county and serve the citizens within the county. Players play in the Shiloh County Fire and Sheriff Departments, as well Crescent Falls University Hospitals. The Shiloh County Emergency Services for non-player use are as follows.

1.1 Other EMS Providers - 911 Agencies

In Shiloh County 911 medicals are answered by multiple agencies. In Fort Shannon and Delmore, Shiloh County Fire Department players answer these calls. In other cities, the contract for 911 services are answered by the following agencies. 

Crescent Falls University Hospital EMS
Primary Response Area: Crescent Falls, Town of Kimberly

CFU Hospital EMS serves as the primary EMS provider in the town of Kimberley and city of Crescent Falls. CFU EMS provides Interfacility Transfers, 911 response to ALS and BLS calls, as well as specialist Neonatal ICU and Flight Medics. 

Uniform: White collared shirt, reflective 1/4" arm bands. Navy paramedics pants, 1/2" reflective ankle bands. Royal Blue Jacket, reflective star of life on back. Royal Blue bulletproof vest. Blue Metro 660C Fire Helmets.

American Medical Response
Primary Response Area: Clinton, Oxnard, County Support Contract.

AMR serves as the primary EMS provider in the town of Clinton, city of Oxnard, as well as holds the mutual aid first call agreement for all other providers in Shiloh County. AMR provides interfacility Transfers, responds to all 911 calls in their primary service area, as well as provides disaster medical support to areas not covered by SCFD EMS.

Code Blue EMS
Primary Response Area: Essex

Code Blue EMS is the medical provider for the town of Essex. Having received the contract for 911 service after Essex EMS ceased operations, Code Blue EMS operates 2 ambulances to serve the citizens of Essex. As the County Jail is located in Essex, all inmate medical transfers occur with Code Blue ambulances. 

Uniform: Royal blue collared shirt, 1/4" reflective bands on sleeves, black pants with 1/2" reflective stripe down legs. Black 5.11 Jacket. Orange Cairns Commando helmet.

Jackson's EMS
Primary Response Area: Arcadia

Jackson's EMS is the medical provider for the city of Arcadia. At this time they only provide BLS medical services, relying on AMR and SCFD EMS for emergency intercepts for ALS calls. AMR serves as the automatic aid for any calls triaged as ALS. 

Uniform: Black collared shirt, black pants, 1/4" reflective leg stripe, black jacket. Red helmets.

Shiloh Volunteer Ambulance
Primary Response Area: Volunteer County Response

The SVA is a unique emergency responder. Being staffed completely by volunteers, SVA provides EMS coverage on an as available basis. Unlike other providers, they will roam between cities, providing reduced cost EMS and training experiences for newly trained EMTs, Paramedics and community minded people. Shiloh Volunteer Ambulance will call into ERT when available, and through use of AVL, will be toned out to medicals they are deemed the best unit for, with the exception of Crescent Falls and Kimberley, which have not signed agreements with SVA.

Uniform: Navy coveralls. Orange Hi visibility Jackets/Vests. No issued helmets. Various colours and models.

1.2 Other EMS Agencies - Interfacility Transport Agencies

Ambulance companies which do not provide 911 response, but do offer IFTs are listed below. Many of these providers are part of the county's emergency plan, meaning they can be tasked with emergency response in major emergencies, however do not take normal 911 calls. 

Ryan's Medical Service

Ryan's Medical Services is the primary medical transfer service used by the majority of long term care facilities as well as for patient services by direct hire. Ryan's Medical currently holds the contract for CFU Hospitals Medflight-to-hospital service, providing airport to hospital service for incoming flight patients, as well as outgoing patients. Ryan's Medical is part of the county emergency plan. Ryan's Medical also offers non medical transfer for patient who are non-ambulatory, but have no medical requirements for transport.

Crescent Falls University Non-medical Transfer Services

Crescent Falls University Non-medical Transfer Services (NTS) provides patient transfer to and from hospital from home or long-term care settings for patients of CFU Hospitals not requiring specialized medical care, however are otherwise non-ambulatory. NTS operators are trained as First Aiders and hold commercial driver's licences. As NTS operators are not medically trained, CFU NTS is not a part of the county emergency plan. 

Uniform: White collared shirts, navy paramedic pants and royal blue jacket. No reflective trim.

St. Gardena Memorial Hospital Ambulance

St. Gardena Memorial Hospital Ambulance provides patient transfer to and from hospital and from home or long-term care settings for patients of St. Gardena's Hospitals. These ambulances are staffed with BLS or ALS transfer specialists equipped to provide the necessary level of care to patients during transfer. St. Gardena Memorial Hospital Ambulances are included in the county emergency plan. 

Uniform: Black collared shirt and pants. Black jacket.

St. Agatha Hospital Ambulance

St. Agatha Hospital provides patient transfer to and from hospital and from home or long-term care settings for patients of St. Gardena's Hospitals. These ambulances are staffed with BLS or ALS transfer specialists equipped to provide the necessary level of care to patients during transfer. St. Agatha Hospital Ambulances are included in the county emergency plan. 

Uniform: Navy Blue collared shirts, paramedic pants. Matching navy blue jacket.

1.3 Other EMS Providers - Emergency Plan Only Medical Providers

Crescent Falls University First Aid Squad

The Crescent Falls University First Aid Squad is made up of students, staff and faculty of Crescent Falls and provides volunteer first aid and medical response at CFU Campuses. Many members are aspirants to higher medical training, or may already have certifications, allowing this service to provide high level care at times. Volunteers are paged out by campus security for calls on campus, and may respond directly, or from on call rooms located throughout campus. Members carry basic first aid equipment provided by the squad, and on call rooms have additional equipment for use. CFU First Aid Squad does not provide transport, but is a part of the county emergency plan. Crescent Fall University Hospital EMS is the oversight agency for this squad, providing training and governance, however First Aid Squad elects their own executive to run operations. 

Uniform: No issued uniform, yellow first aid squad vest. 

First Response Medical Event Services

First Response Medical Event Services is a volunteer first aid team made up of various levels of training, from standard first aid, to paramedics, nurses and doctors, providing event medical services. First Response provides medical responders at events as part of insurance requirements. Members are aged minimum 16 years old, however do not have an upper age limit. The county emergency plan does include first response medical services as they have multiple ambulances, support vehicles and volunteers. ERT may authorize emergency transport in major emergency situations, however otherwise, patients cannot be transported. 

Uniform: Black Shirt, Black paramedic pants with 1/4" reflective ankle stripes, Yellow Hi-Vis Jacket, White Helmets

2.1 Other Municipal and Special Police Departments - Municipal Departments

Shiloh County police agencies played by non player characters include the municipal police agencies for Arcadia, Essex, Clinton, Crescent Falls and Kimberley. 

Arcadia Police Department

The APD handles primary policing services in the city of Arcadia and was founded in 1922. The chief is Michael Esposito, overseeing 122 sworn members. Arcadia police is divided into the community policing unit,. criminal investigation division, patrol division and traffic services division. APD uses SCSD Special Operations Division for Marine and tactical services. 

APD members wear black uniforms with silver badges, gold being issued for chief officers. APD vehicles are plain black with POLICE ARCADIA on all 4 sides.

Essex Police Department

The EPD handles primary policing services in the town of Essex and was founded in 1907. The chief is Randall Bratton, overseeing 43 sworn members. Essex police is divided into the patrol division and traffic services division. EPD uses SCSD Special Operations Division for Marine and tactical services, as well as investigations. 

EPD members wear navy blue uniforms with gold badges. APD vehicles are plain gray with ESSEX POLICE on all 4 sides and department motto on driver and passenger side in blue.

Clinton Police Department

The CPD handles primary policing services in the town of Clinton and was founded in 1898. The chief is Jack Murphy, overseeing 72 sworn members. Clinton police is divided into the community policing unit and patrol division. CPD uses SCSD Special Operations Division for Marine and tactical services, as well as all investigations. 

CPD members wear light blue uniform shirts with silver badges. CPD vehicles are white patrol cars, with a black line along passenger and driver's sides, with CLINTON POLICE and an American flag embedded in the trim.

Crescent Falls Police Department

The CFPD handles primary policing services in the city of Crescent Falls and was founded in 1902. The chief is Donna McGuire, overseeing 164 sworn members. Crescent Falls police is divided into the community policing unit, patrol division and traffic services division. CFPD uses SCSD Special Operations Division for Marine and tactical services, as well as for all investigations. 

CFPD members wear French blue uniform shirts with navy pants and silver badges, gold being issued for senior officers. CFPD vehicles are white with a stylized blue and green stripe on the driver's and passenger's side and Crescent Falls Police on all 4 sides.

Kimberley Police Department

The KPD handles primary policing services in the town of Kimberley and was founded in 1946. The chief is Buelah Davis, overseeing 34 sworn members. Kimberley police is not divided into any special divisions. KPD uses SCSD Special Operations Division for Marine and tactical services, as well as all investigations. 

APD members wear black uniforms with silver and gold badges. APD vehicles are white with Kimberley Police inlaid around a black stripe. All unit numbers start with 46, representing the year of founding.

2.1 Other Municipal and Special Police Departments - School Enforcement

Shiloh County has numerous school enforcement officers, police agencies providing security and enforcement at schools throughout the county. 

Fort Shannon Public School Safety

The city of Fort Shannon Public School Board has peace officers assigned to each and every school within the board. These peace officers are identified as School Safety Agents, and are directed by Chief Agent Nilda Hynes. These agents are sworn peace officers, but are unarmed. A total of 88 sworn personnel are employed by Fort Shannon School Safety, and wear light blue shirts with navy pants. Members are assigned as either truancy agents, or school agents. 

Fort Shannon Public School Safety Agents may be on foot or in vehicles with a white paint, with a blue line along the mid of the driver's and passenger's side, trimmed with gold. Inlaid in the stripe is Fort Shannon Public Schools in white and SCHOOL SAFETY below in blue. Agents are issued silver badges.

Shiloh County Unified School District Police Department

The Shiloh County Unified School District has a police officer assigned to each school within Shiloh County, excluding those under the Fort Shannon Public School Board. These sworn officers are identified as School Police Officers, and are directed by Chief George McSorley. These officers are sworn police officers and are armed. A total of 45 sworn personnel are employed by Shiloh County Unified School District Police Department, and wear black uniforms. Members are assigned as either school officers or as members of the high crime task force. 

SCUSD Police Officers may be on foot or in vehicles with a white paint and SHILOH COUNTY UNIFIED SCHOOL DISTRICT POLICE DEPARTMENT in black on all 4 sides. Officers are issued silver badges.

Crescent Falls University Police Department

The Crescent Falls University Police Department is based at Crescent Falls University, with officers assigned at each CFU Hospital as well. The department has sworn armed police officers, as well as unarmed security guards, and are directed by Director Dennis Howe. A total of 82 sworn personnel and 54 unsworn security guards are employed by Crescent Falls University Police Department, and wear navy blue uniforms, or tan if serving as unsworn. The CFUPD does not have special divisions, other than police and security divisions. 

CFU Police Officers may be on foot or in vehicles with a white paint CRESCENT FALLS UNIVERSITY POLICE in gold on all four sides, with CFU logo on the front doors. Sides are trimmed with dark blue stripes at upper and lower portions, inlaid with police and unit number on top. Officers are issued gold badges, and security guards are not issued badges, however wear a silver sewn badge on uniforms.

Shiloh County Community College Public Safety

The Shiloh County Community College Public Safety Department provides safety and security services at all Community College buildings and lands. The sworn officers are identified as Public Safety Police Officers, with unsworn Security Guards also serving, and are directed by Chief Maria Rosario. The officers are sworn police officers and are armed. A total of 30 sworn personnel are employed by Shiloh County Community College Public Safety, and wear French blue shirts and navy pants. 20 Unsworn security guards wear a similar uniform with gray shirts. 

SCCC Public Safety Officers may be on foot or in vehicles with a white paint and a red stripe on the driver's and passenger's side, inlaid with PUBLIC SAFETY OFFICER CAMPUS SAFETY in white, and the SCCC Logo on front doors. CAMPUS SAFETY is displayed on front and rear of vehicle. Security guards are only assigned on foot assignments. Officers are issued gold badges and security guards are issued silver badges.

2.3 Other Municipal and Special Police Departments - Peace Officers

Shiloh County has two departments of municipal or county peace officers, they are the Shiloh County Parks Rangers, as well as Fort Shannon Traffic Control

Shiloh County Parks Rangers

Shiloh County Parks Rangers enforce park rules and regulations at all parks within the county, except for Ponderosa Pines, which is a national park. The Parks Rangers were created in 2005 following multiple smaller municipal agency mergers, and are currently led by Chief Ranger Nathan Giles. Rangers are unsworn and unarmed peace officers, however do have the authority to write citations, or detain citizens for police. There are currently 64 rangers, who have the authority to act as park security, but also provide interpretation at the various parks and historic sites. Uniforms are forest green, and all members wear silver badges. 

Vehicles are all white in color, with a green stripe and tree logo, with SHILOH COUNTY PARKS RANGERS inlaid in white on the door, and enforcement inlaid in white on the rear of the vehicle. Vehicles do not have emergency equipment.

Fort Shannon Traffic Control

Fort Shannon Traffic Control enforce parking and traffic regulations within the city of Fort Shannon. Founded in 1976, the current director is Roger Morales. Traffic Control Agents are unsworn and unarmed, however do have the authority to write citations and detain citizens for police. There are currently 36 traffic control agents. Uniforms are black pants with white polos and silver badges. Traffic Control Agents are responsible to enforce parking regulations, assist in traffic control, deal with abandoned vehicles and enforce traffic regulations, however cannot make traffic stops. 

Vehicles are all white in color, with two orange stripes on both sides, on the upper and lower section of the vehicle. Centred in the vehicle sides are the words FORT SHANNON TRAFFIC CONTROL. Lightbars are blue and amber, and no vehicles have sirens.

2.4 Other Municipal and Special Police Departments -- Shiloh County State and Federal Law Enforcement

Saratoga State Police

Saratoga State Police is the official state police for Saratoga State. Founded as part of the Saratoga Separation from New York State, the SSP have the responsibility to ensure policing in all areas of Saratoga, however municipalities and counties may take on this responsibility from the State at their discretion. In effect, the SSP provide policing mainly in highway patrols, rural areas with no county or municipal police presence, and in areas lacking policing coverage for any number of reasons. SSP is directed by Andrew M. Brown. Saratoga State Police are tan with green pants, a full brim forage cap and gold trim, including a full length gold leg braid. All State Police officers are issued gold badges with the state seal in the centre. 

Saratoga State Police vehicles are black in white in color, with black striping running the length of the sides of the vehicle. STATE POLICE is inlaid on the front quarter panel stripe, as well as on the hood and trunk of each vehicle in gold. The Saratoga State Police Badge is displayed on the door. Unit numbers are displayed on both left and right sides, the rear panel and the roof. Lightbars are colored lenses in red and blue. SSP does not use regular unmarked patrol vehicles, with the exception of tactical, administration and non-response vehicles.

Federal Bureau of Investigation

The FBI maintains a small field office overseeing FBI operations within Shiloh County in the Shiloh County Federal Building, located on 7th Street North in Fort Shannon. The FBI Shiloh Field Office is led by Special Agent in Charge Jeff Silva, and provides basic investigative services. Major crimes are handled by the Selkirk Field Office, which serves as Saratoga's main FBI division. 

Drug Enforcement Agency

The Drug Enforcement Agency maintains a small resident office overseeing DEA operations with Shiloh County in the Shiloh County Federal Building, located on 7th Street North in Fort Shannon. The DEA Resident Office is led by Resident Agent in Charge Vince Sullivan. The DEA works closely with county law enforcement in drug enforcement throughout the cities within Shiloh. 

Bureau of Alcohol, Tobacco, Firearms and Explosives

The Bureau of Alcohol, Tobacco, Firearms and Explosives maintains a Satellite Office in the Shiloh County Federal Building in Fort Shannon. The Satellite Office is led by Special Agent Mary MacDonald. The ATF works with state and county law enforcement in Shiloh. 

US Department of Homeland Security

The DHS maintains a field office, with separate offices for the CBP within the Shiloh County Federal Building. The DHS office is led by Malik Matherson. 

US Customs and Border Patrol

The US CBP maintains two field locations at the ports of Entry in Fort Shannon Marine Terminal, Delmore International Airport, as well as their main office in the Federal Building in Fort Shannon. CBP operations take place 24/7 at all ports of entry, and CBP also works with federal agencies on immigration and customs enforcement, which does not have an office in Shiloh County. At this time, deportation raids, ICE events and immigration checks are not conducted by, nor do county agencies participate in these events.

3.1 Other Fire Departments -- Crescent Falls Fire Department

Shiloh County is served for fire services by SCFD, with the exception of Crescent Falls, which has its own fire department. This is a professional fire department that serves all businesses, residences and roadways within Crescent Falls, including the University. CFFD maintains standard engines, a rear mount ladder, chief vehicles and combination rescue ambulances, which provide rescue services as well as transport capabilities when needed. Members of the CFFD wear black station uniforms, with a red braid on pants, as well as black turnout gear. CFFD issues Bullard UST6 Helmets in yellow for firefighter, red for officer and white for chief officers. Traffic control vests are bright red and lime, and have matching responder jackets for use as well. 

CFFD Trucks are sold red, with a black stripe along the base of the apparatus. The front bumper and rear of the vehicle have yellow/red hi vis striping. Unit number is on the cab of vehicle, roof and front area. Crescent Falls City Logo is on driver's and passenger's doors.

3.2 Other Fire Departments -- Industrial or Special Fire Departments

The County of Shiloh is served by multiple industrial fire and rescue departments. 

Morses Mill Refinery Industrial Fire-Rescue

The Morses Mill Refinery Industrial Fire-Rescue is a small private fire department responsible for immediate emergency response, as well as site safety and inspections. Standard shift is 1 superintendent and 3 firefighters, all trained to at least EMT-B level. All 911 calls placed for the Morses Mill Refinery result in an automatic alarm for both MMRIFR and SCFD resources to respond. If SCFD resources are not required, they are stood down by MMFRIFR IC. Any emergency operations on the refinery not activated through 911 are provided as a notification only to SCFD, via ERT. Internal activations do not result in automatic dispatch. 

MMRIFR has primarily Rosenbauer Apparatus. These apparatus include Foam Engine 1, Superintendent 1, a medium duty Rescue 1, Rope Rescue Utility, and a small HAZMAT truck. MMRIFR apparatus are primarily black and red, with the refinery logo on the front doors and unit numbering on the rear door. All vehicles are fully NFPA compliant. 

Members wear navy coveralls, duty boots and red/yellow 5.11 responder parkas for regular duty and inspections. Turnout gear is yellow in color. Helmets worn are red Petzl Vertex Vent, Cairns 660C Metro, in red for firefighters and white for officers, or site approved hard hats in red. 

MMRIFR is not an automatic response to any areas outside of the refinery zone, however may be activated for specialist assistance upon discretion of the IC and pending ERT approval.

Fort Shannon Marine Terminal Response Team

The Fort Shannon Marine Terminal Response Team is a small government corporation industrial rescue team, providing first responder and site inspection and safety services to the Fort Shannon Marine Terminal. FSMT Responders work 8, 12, or 24 hour shifts, depending on anticipated workload and projections. FSMT maintains three emergency vehicles, including a heavy rescue truck, medical response unit, which is used for general inspections as well, and the marine and dive unit. FSMT does not use unit numbers, instead call-signing all units as Rescue, MFRV, and MADU respectively. 

FSMT Members wear navy cargo pants and shirt, with a royal blue jacket. Turnout gear is all black with Cairns 664 Invader helmets. Red for responders and White for officers. Dive gear is primarily orange

Ponderosa State Parks Fire Service

The Ponderosa State Parks Fire Service is a coordinated body of the State Parks Rangers Service, and is staffed seasonally and as needed at the discretion of the Ranger Service. During peak seasons, one brush unit, as well as a mini pumper with BLS Capabilities is staffed at all times for emergencies within the park. All emergencies are toned immediately to State Park Rangers Service. Upon assessment or investigation, Rangers may request SCFD resources, or other resource from the State Parks Service. 

Ranger Firefighters wear tan shirts with Khaki trousers, yellow Nomex Wildland Coveralls and a red Bullard wildland helmet. 

Vehicles are white with State Park Ranger green stripes. In place of state park logo, a Maltese cross rests on both front doors.
