6. SCFD Hiring Policy

SCFD Hiring is conducted based on a civil service exam administered by Shiloh County. Once the test is competed, it is scored. Additional points are earned by the following means

  • Having a valid Saratoga State Paramedic or EMT license
  • Having a valid IFSAC or ProBoards Firefighter II Certification
  • Proof of residency in Shiloh County for the last five years
  • Legacy Hire (Family on the Job)
  • immediate family member who died in the line of duty
  • Completed military service with a discharge other than dishonorable

After exams are scored, an initial eligibility list is created by SCFD, with candidates ranked in order of highest score to lowest score for hiring purposes. Each SCFD candidate must then take a physical assessment test administered by SCFD personnel. Personnel who have achieved the same score on the civil service exam but have different PAT times will be hired in order of lowest PAT time to highest. Personnel who fail the PAT  are permitted a retest within two weeks. Personnel who fail a second time are removed from the eligibility list. Following completion of all PATs, a hiring class is selected. Classes start at the top of the eligibility list and proceed down the list for as many spots as are available. Candidates may defer their hiring one time. A second deferment results in them being struck from the eligibility list. If a candidate has deferred twice already and is on a new hiring list, they may not defer their hiring. Refusal will result in their personnel file being marked as 'Do Not Hire' and returned to County HR.

Once a class has been created, they are sent to the Shiloh County Public Safety Academy and put through a six-week firefighter academy. Recruits earn their Firefighter II and EMR certifications. Recruits are then assigned to stations throughout the county for their probationary period. Station assignments are at the discretion of the Deputy Chief of Fire Operations.

SCFD Candidates do not complete Fire Service Training, but are required to complete EMS training in their level at the Academy. Recruits will be assigned upon successful completion to probationary status throughout the County. EMS Assignments are at the discretion of the Deputy Chief of EMS.

Abridged training may be offered at the discretion of the hiring committee only.

9. Vehicle Appearance and Decal Guide

Shiloh County Fire Department Vehicles, effective time of policy will be stylized in the following format. Effort will be made to update existing vehicles in fleet to standard, however exceptions may be permitted.

9.1 Regular response, suppression equipment, including Engines, Ladder trucks, Rescues and Squads, among others:

Red rear body, with split color on cab, matching red below, white above window line. White division line will follow body lines where feasible. Solid white stripe to run the full length of the body on sides of vehicle. Such stripe should be on the lower portion of the body. Standard Red Maltese SCFD Badge on forward-most doors, centered on the door, with gold-leaf backing. Centered emblem may be FD or stylized icon for the individual company. SHILOH COUNTY FIRE DEPARTMENT in all white caps on the rear portion of the apparatus, preferably in single line, however may be split in a two stacked line if space requires. Unit numbering on rear quarter of vehicle in contrasting color to background (white on red, or red on bare metal). No prefix included in the number. Callsign (Letter and number) in red, inlaid in forward door stripe. Protruding bumpers will have red and yellow high-visibility striping where possible. All LED lighting should be clear lenses. Ladder banner boards will be red, with department name in red lettering over an arched white banner.

9.2 Airport Rescue Vehicles, and others assigned to airport operations

Yellow base vehicles, with white stripe similar in placement to other apparatus. SCFD Vehicle Badge Decal on front door, with unit number on rear door, or in case of two door vehicles, rear of front door where practicable in red.

9.3 Chief Officer, Officer Response, Administrative and Fire Marshal's Office Vehicles.

White base, with red stripe running the length of the vehicle on the lower portion, similar in proportion to other apparatus. Smaller red pin stripe accenting upper and lower part of full body stripe. Call sign placed forward of front doors, in line with sideview mirrors, in red. SCFD Vehicle badge decal on front door, with Shiloh County Fire Dept. in red on two lines on rear door. Additional unit information, such as SAFETY OFFICER, MEDIA RELATIONS, or Fire Marshal will be on the rear quarter of the vehicle in red. Vehicles assigned to Fire Marshal Duties will have a modified scheme. In lieu of Shiloh County Fire Department on the rear door, SHILOH COUNTY in red will sit above the badge and FIRE MARSHAL below the badge, and the stripe, instead of running the lower portion of the body, will run from middle of the body, intersecting the badge, raising in the rear door and ending in line with the top of the tail light.

9.4 Regular Duty EMS Vehicles

After review, the following will be the decal scheme for regular duty EMS vehicles, including ambulances and officer vehicles. Where a vehicle does not have a box body modification, decal scheme may be modified to suit. All striping and decals will be retro-reflective.

Orange stripe, lined up with top of headlight, running from front to rear quarter of vehicle. Thickness will line up to stop at lower portion of door handle. Strip will intersect with decal that runs vertically, of same thickness, with the rear of the stripe lining up with the rear wheel well. Both orange stripes will be outline in blue pinstripe. Blue star of life, removing the three forward facing strokes will line up with the stripe. Snake to face forward, and be kept in tact, with the blue backing extend the height of the vehicle. "Shiloh County Fire Dept." in red to be centered in two lines on either top of a box, or rear door of a four door vehicle. Emergency Medical Services, in blue, to be centered over the orange stripe, roughly in line with the Shiloh County Fire Department. On vehicles with no box, Emergency Medical Services may be on one line, in vehicles with a box, it should be on 3. "AMBULANCE" in red to be centered beneath the other text, below the orange stripe. Unit callsign is displayed in blue on both sides of a box, immediately above the cab, below any emergency lighting, as well as on the forward section of a box, near the top of the box, or above the front wheel well of a vehicle with no box. Door badge will be the SCFD Vehicle Badge Decal with a star of life centerpiece, centered on the front door, in gold, with the top of the left and right parts of the cross in line with the bottom of the orange stripe. Non box ambulances will have clear lens lightbars, and boxes prefer lightheads on the box, over lightbars, again with clear lenses. Non ambulance regular duty vehicles may also be slicktop with no visible lightbars.

9.5 Operational Support EMS Vehicles

For operational support vehicles, including mass casualty, support officer, or community paramedics the following will apply.

In similar scheme and placement, a star of life will remain at the rear portion of the vehicle. No orange stripe will run the body, however all other markings will remain the same. In lieu of AMBULANCE, the vehicle will display a title such as OPERATIONAL SUPPORT, SUPPORT OFFICER, or COMMUNITY PARAMEDICS. All other decals and vehicle scheme will remain the same.
