The investigative thread for the Fatal Traffic Accident involving SCFD Ladder 14 while returning from the scene of a structure fire in South Fort Shannon.
This thread will be for detectives to conduct interviews, investigate the scene and play out the investigation. This thread is time warped, initially from the departure of the final body from the scene, however continues for the month until the current shift in progress, taking place on Oct 30th.
List of injuries and observations from scene:
Fatality: Lt. Nick White, ejected unrestrained from vehicle during roll over, head crushed by frame of truck, instantly killed.
Severe Injuries: Firefighter Harry Brook - Ejected unrestrained driver, found unresponsive on ashphalt ahead of truck, worked on, on scene, remaining in coma at hospital at this time.
Firefighter Paramedic Jimmy Schuler - Restrained passenger, rear seat, passenger's side, rear facing, temporarily paralysis caused by swelling, conscious
Firefighter Jason Hill - Restrained passenger, rear seat, driver's side, rear facing, unconscious at transport, still unconscious at hospital at this time.
Vehicle damage noted: Damaged tire front passenger's side, totally missing from rim. Hole in windshield on driver's side. Other damage caused by rescue operations
Detectives: General Investigations Unit, aided by traffic division Collision Investigators

'They sent me down here because it's sort of a large scene, I guess. Can I get the number of the caller who reported a gunshot, along with whoever called and reported witnessing the crash?'
'So you aren't the crash guy? The fuck are you here for. Jesus, what even does Wohl think anymore? Actually, he probably doesn't. That would explain it. Yeah, call into ERT, give them your badge, they'll get you the information.'
I sit back down and wonder the purpose of some detective. Are they actually planning the charge the driver if he survives? Christ on a cracker.

Looking over my shoulder, I see a plain clothes detective walk in. He must be the accident guy they called in from home or something, not in a uniform like usual. I stand and realize it's on me to provide the briefing, as there isn't anyone else free.
'Captain Goodricht, ERT. You must be the accident investigator. We don't have much yet, The rescue reported a destroyed tire on the front passenger side and there was a small fire in the rear of the truck, unsure if these are the cause or the result of the accident. No 911 witnesses gave anything as a real indication. One said she heard a gunshot, but there's no evidence of that from anyone else.
'You must be the sergeant, right? They're still working on getting the two survivors out, once they're out, Coroner and Fire Rescue are going to need to get the pinned firefighter from underneath the truck. He's deceased. I don't know what you need from me, but you might want to liaise with the Coroner and his people. They should be on their way over to meet with Commissioner Burke. I think he's going to either rehab, or to see the Platoon Chief with the fire department, he's got the green vest on with command on it. He's your guy.'

With the influx of people into the small command unit, I realize that this is turning into a meeting point, and not a grieving point. I grab a portable radio and leave the command unit when the coroner shows up and wait outside until things get sorted. For a small unit, there's about 7 people inside now. I aim to make that 6.
As I close the door behind me, I notice more sheriff units showing up. Two silver unmarked units, as well as one labelled motor carrier enforcement. I wave them down the road further out of the way, and key the mic.
"ERT, 1202, Can we advise responding units to stage back, rescue is still underway. We're going to need room for the ambulances."

Coming up on the scene, I slow to a near crawl, turn off the siren and continue with just lights. I pull the radio mic off the dash and key it up.
"ERT, 1202 and 50-01 are pulling up on scene."
"Copy 1202 and 5001"
"50-01, if you want to park over there, I'm going to pull this a little closer and check in with command."
I manoeuvre around the vehicles pulled to the side of the road, parking near the back of the rescue truck. Close enough that I'm there without being in the way. I shift to park, turn the emergency lights switch to off and press the key for command green. This activates the green LEDs in the grille, the perimeter, the centre of the lightbar, and the rear of the vehicle, all flashing in slow sync. I turn the generator switch, and when I hear the second engine start, I turn off the ignition. Walking around back, I open the door, and start setting up command post, even though I know it's going to be more of a grieving post.
Turning to the open door, I see Kristen approaching.

Receiving notification from the CAD alert on my phone, I open the incident, a motor vehicle accident, to see the dreaded news. Line of Duty Death.
I breathe in slowly and hold it before exhaling and reading further down. I bring myself up to speed, call over to Aylward and let him know what I'm doing, and then call over to the intern. Time to get her ears wet.
"Kristen, Director Goodricht. Make sure you're in uniform, get a collared shirt on if you don't have one on already, and meet me in the apparatus floor. We're going to a scene to assist. It's a firefighter who died on duty. Did you get your EVOC yet?"
"Yes, as soon as I got the internship!"
"Okay, I'm going to get you to take 50-01, I'll drive a command unit. I want you to follow me, and follow my lead."
Checking my uniform to make sure it's impeccable, tightening my tie knot once in the mirror, before putting my cover on and heading downstairs to the apparatus garage.

I swipe my fob at both doors and when I get in, there's a flurry of activity. I turn into the lobby and see Aylwayd coming out of his office.
'Charles. Get your dispatcher and then get to the EOC. Who are you sending?'
'Tai.'
'Okay. I'm headed to start the EOC. Make sure she's geared up and ready. Vests for everyone.'
'Yes, sir.'
I give him a nod, and then make an about face and head out into the hall back towards the EOC. When I get in, there's already a couple staff there starting up operations. I get to work myself making sure all the equipment is on and we're operating a unified command for this.

As I ask, a young woman, who looks absolutely like trouble, walks past me . Morning Guys!
'Good morning, have we met? Captain Goodricht, Henry. I'm director of County Comms.'

Walking into the sally port, I walk through the locker hall, into the lobby and look out at the floor. There's a couple dispatchers getting ready for shift, making coffee, etc. but I don't bother them. I nod to the first one I see not on a call.
'How's it going today?'
'Busy, like always.'
'You're just saying that because the Captain's here. You know I see our call stats, right' I say with a chuckle. 'Charles in yet?' I say, nodding to the closed door. Supervisors aren't required to stay on the floor the full shift, and often will stop into different places before their first appearance. I know I'm a little early, so he might not even be in yet.

MOTOR VEHICLE ACCIDENT, BAY STREET AND SOUTH NINTH STREET, FORT SHANNON. ENGINE 1, LADDER 1, RESCUE 1, UNIT 22, DEPUTY 1, MEDIC 1, MEDIC 2, MEDIC 43, MEDIC 42, OFFICER 1, EDO-1. MOTOR VEHICLE ACCIDENT, BAY STREET AND SOUTH NINTH STREET, FORT SHANNON. ENGINE 1, LADDER 1, RESCUE 1, UNIT 22, DEPUTY 1, MEDIC 1, MEDIC 2, MEDIC 43, MEDIC 42, OFFICER 1, EDO-1. BAY STREET AND SOUTH NINTH STREET FOR MOTOR VEHICLE ACCIDENT.
SCSD TRAFFIC UNITS IN AREA OF FORT SHANNON SOUTH RIVER, RESPOND TO FIRE DEPARTMENT INVOLVED MVA, POSSIBLE FATALITIES, BAY STREET AND SOUTH NINTH STREET.
Listening to the radio traffic, I hear that the fire in South River is starting to clear up, some of the extra apparatus are leaving the scene, RIT, Logistics, and ladder 14. I mark the units as returned to service and adjust the timers for RIT and Logistics as they're well outside of their regular run. A few minutes pass and the phone rings.
"911 Where is your emergency."
"One of your trucks just like did a flip."
"Okay sir, I need you to confirm your location."
"I'm on Bay Street, right by the end of the park. I don't know, I think ninth?"
I confirm on the ALI that this looks like the right location. "Sir, what do you mean one of our trucks did a flip?"
"A Fire Truck, like with a ladder"
"Okay, sir, I'm sending emergency services, is the truck upright?"
"No, it's like, not totally upside down, but you know, it's really bad. There's a guy just hanging out of the door. I think he's dead."
My heart drops. I start to give instructions for him to check on the scene, and while I wait for him to get there, I key the mic for the radio. "Ladder 14, ERT." Nothing. "Ladder 14." Still no answer. That's our involved truck.
I tone out the incident, and assign an upgraded alarm, sending extra resources to the scene, as well as notifying Aylward.

'911, where's your emergency'
'Someone just got shot!'
'Where?'
'In the parking lot. Oh god, he is coming this way.'
'Sir, where exactly are you? I need your address!'
'I think I'm dead.'
Hearing a gunshot on the other end followed by sounds of what I can assume is the phone and the caller dropping.
'Sir, are you there? Sir?'
Not getting a response, I start tracing the call for the location. Hearing more gunshots in the background over the still active line I realize we may have something bad going on here.
'Hello? Are you still there? Hello?!'
More gunshots can be heard on the other end so I prepare to activiate the ASTF as I look to Goodricht and other dispatchers. Before any other sound comes through the line goes dead. I immediately dial the supervisor's extension and get Aylward.
'Sir, I think we have an active shooter here. Anyone else have similar reports of gunshots in Oxnard? I couldn't get an exact address. ALI just gives me a tower by the arena. Working a trace now.'

Suspicious Vehicle

(Time: 19:00, Weather: A cool 60°F. The full moon illuminates your surroundings and If you look up to the skies you can see the stars. Slight breeze)
*With what's happened in Selkirk hours ago I haven't had time to leave my desk. Had to eat my dinner in front of my computer which makes me feel like Big Jim. It's a good thing it was just a peanut butter and jelly sandwich. Didn't have to heat anything up. Hearing a call come in, I take it.*
'911, where's your emergency?'
'756 Main Street in Kimberly'
'What's your emergency?'
'Some vehicle pulled onto my property. It's a vacant lot a quarter mile away from my house but it is my property. Can see the headlights through the trees that surround the lot. I'm a bit worried cause they've been there for nearly 20 minutes now.'
'Ok, stay on the line I'm sending the Sheriff's Department to investigate'
*Muting the call I get on the Sheriff's radio.*
"County to Sheriffs, need a few units to check out a vacant lot near 756 Main Street, Kimberly. Caller reports a suspicious vehicle that hasn't left in 20 minutes."

*Fuck, not what I wanted to see across my desk. Two calls now for high speeds Southbound out of Fort Shannon on the I-484. I key my mic right away.*
"Available units, possible street racing, Southbound lanes I-484, North of the river in Fort Shannon. Calling traffic and patrol."
*I post the call details on the MDT waiting for a unit to respond. Two vehicles, Blue Subaru Imprezza, Partial Plate 33N-, Tinted windows, Red VW Tiguan, lowered, plate 551-HHDT. Blacked windows. What a weird racing vehicle. A Tiguan.*

ENGINE 11, LADDER 31, UNIT 22, additional resources below. WORKING STRUCTURE FIRE, KIMBERLEY LUMBER MILL.
*As I walk around the bullpen, Charles flags me down before I even get to speak to anyone else. I walk straight over there.*
'What's wrong-'
'KVFR. They're upgrading to commercial structure fire.'
'Jesus? This late? It's been what, 3 hours?'
'Yeah, I guess it's not under control. I'm toning out a full commercial alarm. But our primaries are down. Clinton'
'I just looked at it. Go with 6, 1 and 4. They all available?'
'Yeah. One second. I'll send those.'
'I'm going to set up in the EOC. I want you in there with me. Something tells me, if this is an upgrade 3 hours in, it should've been upgraded 3 hours ago.'
'I know.' He says, trailing off.
*I log into the EOC computer, bringing up the active emergency screen and opening this call. Kimberley. Fucking Useless. I think to myself. Seconds after it loads, I see the SCFD units get updated. The Screen now reads:
KV-E1 - O/S KV-U1 - O/S KV-U2 - O/S KV-R1 - O/S KV-T1 - O/S SC-E11 - TONE SC-E14 - TONE SC-E16 - TONE SC-L31 - TONE SC-L32 - TONE SC-R2 - TONE SC-Q24 - TONE SC-22 - TONE SC-RIT - TONE SC-T31 - PAGE SC-T32 - TONE *Man that's gonna be a lot of trucks. I lean across the desk, and catch a glimpse of Aylward's desk light flicking from yellow to off, meaning he's off dispatching, signed off and on his way to the on site EOC. Hopefully it's enough to handle it all. Grabbing the radio mic I was reaching for, I switch to county comms and key up.*
"50-12, ERT."
*after a few seconds, I hear a response.*
"50-12."
"We just got an upgrade to commercial structure fire on the Kimberley call. We've moved to the management center."
"Yeah okay, 10-4. I'll continue in and meet you there."
*He's going to be pissed.I think, to myself, though I'm sure my face says it out loud too. As Aylward enters the EOC, I look to him with obvious concern.*
'We've got a hell of a shit show brewing I think. Any word on just how big of one it is?'
'Well, I just saw on Twitter... It's. Well, here, you take a look'
*With that, a picture loads up on his phone, nothing but a column of thick black smoke.*

Dumpster Fire

Engine 11, Unit 22, Rescue Ambulance 1 City Hall Commercial Alarm Activation, calls indicate close proximity dumpster fire.
*Our alarm systems light up, alarm activation at city hall. I key the nearest units, as per response, Rescue, Engine, Shift Command and a second Engine. Station 1 and Station 2 should be able to cover this one. After keying the stations, I see the call line light up.*
'911, what's your emergency?'
'I'm security at City Hall. We've got a fire alarm sounding at rear of building. Saw there was a dumpster burning out back. It might be the cause. Actually, I'm almost certain. I checked the building.'
'Okay, stay on the line, I'm going to get more information from you. One second.'
*Using judgement, I cancel the second engine, but leave the rest, as they're likely almost on scene by now.*
'Okay sir, can you give me the status of the evacuation..'
*Call continues with menial stuff.*
"Unit 22, ERT."
'Unit 22, go ahead."
"Security on site reporting dumpster fire at rear of building. When on scene can you advise if you need sheriffs?"

Small Equipment Fire

*I look around the room and see a lot of yellow lights on at the dispatch terminal. With that, my phone buzzes with the familiar monotone alarm, reflexively, I answer the call.*
'911, What's your emergency?'
'Shit man, my snow blower, it was just going, and now it's burning!'
'Okay sir, I need you to back away from it and get anyone near you to stay away as well.'
*I've heard about some other small equipment fires over the years that have caused small explosions with a BIG impact.*
'Alright Sir, what's your address? I'll have fire on the way.'
'Shit. Shit. Shit. I'm on the corner of... Uh North 5th and Lyons Ave. It's my girlfriend's house. Hurry! Fuck, I can't burn down her house!'
'Yes sir, units are already on the way. Is there anything near the snowblower? Anything that can catch fire?'
'I guess, my truck, it's like 4 feet away from my truck's back. And her place, it's like 20 feet away? I don't know.'
'Okay sir, keep away from the fire and if it starts to spread call us back right away.'
'Of course'
'Goodbye.'

*I reach for my radio switch and key to station intercom.*
"Engine 11, responding for a snowblower fire, close to vehicles. No persons in danger."

MVA With Injuries

Engine 12, Squad 1, Medic 5, Medic 1, 2x Sheriff Units.
Dekalb & N 1st. Tbone collision, minor injuries reported.
"911 what is your emergency?"
"I've just been t-boned. I don't think I'm hurt, but I can't get out of my car. The door is stuck."
"Okay, where are you located right now?"
"I think it's... Dekalb and N1st."
"Okay, help is on the way." I say, as I start entering the information and activate the tones at SCFD Station 1 for resources. "Is anyone hurt?"
"It's just me in here, I'm okay, but I think the other driver is pretty beat up. He's got blood on his forehead, and, it looks like there's someone in the back seat too."
"Can you call out to him?"
"No, I mean, I don't think so, his music is still playing pretty loud."
"Okay, the fire department is on the way. Goodbye."
*I key the call information and activate the tones for medics 1 and 5. If everything is working right, they should be activating at the station right now, followed by the computerized dispatch voice.
Engine 12, Squad 1, Medic 5, Medic 1 respond to Dekalb Street and North First Avenue for Motor Vehicle Accident with Injuries.
I toggle the microphone for sheriff dispatch.
"ERT to units in the area of Fort Shannon. MVA with injuries at Dekalb and N 1st Ave, two units to respond to scene."
*I sit back and wait a minute to see if any units respond, or if the system truly isn't working and we need to go back to the old system, again. I hope it works.*
