1. Division Organizations

Detectives Division

The SCSD Detectives are based at each station, with the squad accountable to the station captain, or Detectives Division Captain, as applicable. The Detective Division  (Station 1) Captain is responsible to coordinate operations between each station's detectives. With the exception of Arcadia, SCSD detectives are responsible for investigations throughout the county. 

  • Leadership
    • Each detective squad is assigned a sergeant as a direct supervisor. The Detective Sergeant will also be responsible for leading investigations and can serve as a Game Master for RP purposes. The General Investigations Squad is also assigned a Lieutenant who oversees all GIS detective squads. 
  • Narcotics
    • The Narcotic Squad is responsible for combatting illegal drugs in Shiloh County. Focusing more on street operations, the narcotics Unit conducts enforcement to dismantle narcotics organizations operating in the county. Narcotics also operates low-level buy bust operations. Due to the overlap nature, narcotics and organized crime detectives often work closely together. The Narcotic squad is based out of headquarters
  • Organized Crime
    • The Organized Crime Squad has 3 functions, which are Vice Enforcement, Criminal Enterprise and Gangs. Organized Crime Squad responds to any possible gang related activity and aids in the suppression of street gangs. The Organized Crime Squad has two squads based out of Headquarters and Delmore Division
  • Major Case
    • The Major Case Squad works on large cases often associated with media interest such as hijacking, bank robberies, crimes against cultural institutions, kidnappings and murder. The major case squad often works in conjunction with federal and state law enforcement. The Major Case Squad is based out of Headquarters.
  • General Investigations
    • The General Investigation Squad is the primary detectives unit for the SCSD. General Investigations often follow up with cases after the initial operation is completed. Each station has a General Investigation Squad assigned and works on regular rotating shifts. All calls requiring detectives will have the General Investigation Squad respond if outside of regular working hours for another responsible squad. GIS Detectives will surrender the scene to the appropriate division if needed on arrival of the on-call detective. 

Traffic Division

The SCSD Traffic Division is to enforce traffic laws within Shiloh County. This is done with specialized vehicles patrolling or with specialist vehicles. The Traffic Division maintains jurisdiction throughout SCSD's primary areas, all highways, interstates and rural routes in the county, and throughout the county with other agency's integrated traffic safety. 

  • Leadership
    • Traffic Division is headed by a lieutenant, who oversees supervisors assigned to each shift, as well as the specialist teams within traffic.
  • Traffic Patrol and Enforcement
    • Traffic enforcement is the largest and most visible aspect of traffic. Operating a mix of marked and unmarked vehicles traffic deputies are on patrol 24/7 responding to MVAs and any incident on the highways of Shiloh county. All traffic enforcement deputies are equipped with breathalyzers and basic accident investigation training. In addition traffic division officers may also train as Drug Recognition Experts and may be called to scenes for their expertise.
  • Motor Carrier
    • Motor Carrier is responsible for Commercial Vehicle Enforcement in Shiloh County. They are equipped with scales and other tools to effectively police commercial vehicles. Members of motor carrier may hold the rank of Deputy or corporal In addition to specialized enforcement they are also responsible for regular traffic enforcement
  • Collisions Investigation
    • Collision Investigation Unit is responsible for investigating fatal and serious accidents in Shiloh county. Collision investigators carry full investigative kits and may hold the rank of corporal or detective. When not assigned to an investigation members of Collision Investigation are responsible for regular traffic enforcement

2. SCSD Hiring Process

Hiring at SCSD is conducted based on a civil service exam administered by Shiloh County. Applicants wishing to take the exam register and are assigned a date

The requirements to apply for the exam are:

  • Be 21 years of age by time of appointment
  • Have no Felony convictions (Misdemeanor charges must be disclosed and investigated and are not an automatic disqualification)
  • Be of sound mental and physical condition
  • High School Diploma
  • Residency in Shiloh County or neighboring counties (No residents are given a 90 day grace period to establish residency)
  • Saratoga Drivers license
  • Having a good moral character

Automatic disqualifiers

  • Any felony conviction
  • Any misdemeanor involving DUI, Domestic Violence or Animal Abuse
  • Failure of pre hire drug testing

Once the test is completed, it is scored. Additional points are earned through the following means:

  • being able to establish proof of residency within Shiloh County for the past five years
  • being a legacy hire (having a member of your immediate family already on the job)
  • having an immediate family member that has died in the line of duty with Shiloh County
  • Already being certified from another Saratoga Police Agency
  • Having peace/police officer status in another state
  • for having completed a term of military service with a discharge status that is other than dishonorable

 

After exams are scored, an initial eligibility list is created by SCSD, with candidates ranked in order of highest score to lowest score for hiring purposes. Each SCSD candidate must then take a physical assessment test administered by SCSD personnel. Personnel who have achieved the same score on the civil service exam but have different PAT times will be hired in order of lowest PAT time to highest. Personnel who fail the PAT  are permitted a retest within two weeks. Personnel who fail a second time are removed from the eligibility list. Following completion of all PATs, The background investigation, medical and psychological take place. The Candidate is assigned an investigator who will be their point of contact with the department as well as be in charge of conducting the background and scheduling the medical and psychological exams. Upon completion of the investigation process the qualified candidates are cleared for the academy. After the hiring class is selected.  Classes start at the top of the eligibility list and proceed down the list for as many spots as are available. Candidates may defer their hiring one time. A second deferment results in them being struck from the eligibility list. If a candidate has deferred twice already and is on a new hiring list, they may not defer their hiring. Refusal will result in their personnel file being marked as 'Do Not Hire' and returned to County HR.

Once a class has been created, they are sent to the Shiloh County Public Safety Academy and put through a six-month law enforcement academy. Recruits are then assigned to the Patrol Division for their probationary period. Station assignments are at the discretion of the Chief Deputy of operations.

3. Dead on Arrival (DOA) Calls

The purpose of this policy is to outline procedure for approaching human remains in the field.

Definitions

Unsupervised death. An unsupervised death is a death that occurs outside of a medical setting unsupervised by a physician.

Duties

Patrol officer

  1. The first arriving officer to the scene of a DOA is to establish and maintain a perimeter. They are to then request the patrol supervisor and on duty detectives and EMS.
  2. await supervisors arrival prior to conducting search of body and/or premises
  3. The first arriving officer to a DOA is ascertain the identity  if the deceased. If no pedigree information is readily available the deputy is to make notes of approximate age, race and gender.
  4. Allow and assist EMS crew with pronouncement and obtain shield and unit numbers.
  5. If present notify immediate family.
  6. If in public view place a body cover over deceased.
  7. When body is removed by Coroners office personnel deputy is to submit all of the decedent's property to evidence room.
  8. Upon removal of body, secure location and if necessary voucher the key if it is determined the deceased lived alone.

Patrol Supervisor

  1. Upon arrival assist deputy in preliminary investigation. Have all property (currency, jewelry, papers or documents, etc.) removed from body.
  2. Assist deputy in vouchering property and valuables for safeguarding.
  3. If next of kin is not present on scene but live in county, make death notification.
  4. Detective
  5. Determine what classification the death is.
  6. If the body is still unidentified determine the identity and attempt to contact next of kin.
  7. If death was determined to be suspicious begin investigation

4. Officer Involved Shooting

This policy is to record evaluate and investigate any firearms discharges.

Member of service involved

  1. Render aid if necessary
  2. Request response of EMS and patrol supervisor.
  3. Safeguard scene while waiting arrival

Patrol Supervisor

  1. Notify and request response of Platoon commander, Division Captain and Detective Squad
  2. Ensure Officers involved are transported to the hospital for evaluation
  3. Ensure persons shot is transported to hospital
  4. Secure and voucher all firearms discharged
  5. Secure and Voucher all body camera footage.
  6. Establish Crime scene

Captain (Member's Division)

  1. Respond to Scene and take command
  2. Confer with responding supervisors.
  3. Place member involved on immediate modified duty pending investigation
  4. Upon termination of on scene command release preliminary statement to media
  5. Establish and head a shooting tribunal of senior staff with no bias

Detectives

  1. Begin investigation immediately
  2. Upon conclusion of investigation present all finding to the tribunal
  3. Shooting Tribunal
  4. Make the determination if the shooting was justified
  5. Place the member back to full duty or discipline depending on findings
  6. Notify Sheriff, Commissioner of ERT and Member concerned with finding

6. Take Home Vehicles

SCSD Take home car policy

This guide is for SCSD employees to clarify who qualifies for a take home vehicle.

Department Command staff

Employees with the rank of Captain or higher qualify for an unmarked take home vehicle permanently assigned to them. The Sheriff and undersheriff may elect to have deputies assigned to their detail to drive department issued vehicles during their normal tour of duty M/F 9-5 or as needed.

Patrol Division

Deputies assigned to the K9 unit are authorized to bring their department issued vehicle home to ensure safe transport of the K9.

Special Operations Division

The deputy holding the rank of SWAT Team Lieutenant qualifies for an unmarked take home vehicle. Unmarked take home vehicles may be authorized for personnel with specialized skills for off duty response

Detective Bureau

Unmarked take home vehicles may be authorized for personnel with specialized skills for off duty response. Unmarked take home vehicles may be authorized for personnel assigned to high profile or sensitive cases.

Operational Support

Sheriff Public Relations Sergeant may take home the department Media Relations Vehicle.

7. Media Relations

This policy is to outline media worthy incidents and the relationship between the Sheriffs Department and Media Outlets

Patrol Deputy

Upon responding to an incident where the media may take interest the patrol deputy should request a patrol supervisor to the scene. If the media is seen setting up notify the Public information office by phone and request the shift commander by radio.  If questioned by the media they should refer them to the Public Information Officer or supervisor on scene. 

Supervisors

In the event of being questioned by the media, ranking supervisor on scene may make a brief statement regarding an incident, making sure to avoid identifying aspects. The supervisor is to refer the media to the Public Information Section. If there is potential life or property loss risk the supervisor should make a statement regarding that while avoiding the spread of misinformation or panic.

Perp walks

While transporting prisoners between any public access location at no point should the prisoner be allowed to speak to the media.

Planned Public appearances

While attending a planned public media appearance the officer will represent the department in the best way they can. Officers should wear Class A or B uniforms if practicable.

8. Firearms and Personal Duty Weapons

Sidearms:

  • Patrol/Traffic/K9 Deputies - Sig Sauer P226 (.40S&W 9MM for Deputies hired after 1/21) - Permitted for all ranks
  • Detectives - Sig Sauer P229 (.40S&W 9MM for Deputies hired after 1/21) - Detectives only

Longarms:

  • Shotgun - Mossberg 590 (12 Gauge) - Permitted for all ranks
  • Non-lethal Shotgun - Remington 870 non-lethal green stock - Permitted for Sergeants and ranked higher, as well as specialist units
  • Patrol Rifle - Ruger AR-556 (.223) - Permitted for all ranks except Probationary Deputies

Tactical Issue:

  • Rifle - H&K 416 (.223) - Tactical Officers Only
  • SMG - H&K UMP40 (.40S&W) - Tactical Officers Only
  • Shotgun - Benelli M1014 (12 Gauge) - Tactical Officers Only

Personal Duty Sidearm Policy

Personal Duty Sidearms are allowed for deputies who have cleared the probationary period of their career. To carry personal sidearm as your duty weapon the sidearm in question must be chambered in 9mm, 40S&W, .45ACP.  Round capacity must be deemed appropriate for caliber weapon is chambered in. For a personal duty backup weapon the sidearm must be short barrel revolver chambered in either .357 or .38.  For another option sidearm can be a short barrel pistol chambered in a 9mm or 40S&W.

All sworn SCSD deputies are issued a badge based on year of join, with sequential numbering. All deputies are issued a badge wallet, but may elect to use their own in compliance with uniform wear policies.

12. SCSD Standard Vehicle Decal/Coloring

The following will serve as the standard vehicle paint, coloring and decal scheme for all Shiloh County Sheriff Vehicles. 

SCSD marked patrol vehicles will be black in color with a dark gold stripe running the length of vehicle, initiating near the top of the headlight, along the side of the vehicle, over the door handles, and terminating at the rear of the vehicle at the top of the tail light. The door handles will not have the gold stripe. SCSD Vehicles, save and except marked units for tactical or senior officers, as well as special honor role vehicles will use the standard SCSD deputy decal, with the tips of the decal star at the base of the stripe. The star decal will be in the forward portion of the front doors. Rear of the star, centered on the space between the end of the rear door and the star will read "Shiloh County" in white boldface type, with "SHERIFF" beneath the above text. The white text will be sized to fill the door and be outlined in black. American 51 Star Flag to be inlaid in the stripe, immediately forward of the front doors, with unit number over flag and stripe in white, with font and outline similar to SHERIFF on doors. Flag will face with stripes to the rear. When used, light bars should be of clear lens models, low profile. When not used, preference for interior forward facing lighting is Full visor bar, half visor bar, and other, in that order. Patrol units preferred with Setina style pushbar without wraparound. Where possible, wheel rims will be black steel, avoiding "Street appearance packages" where possible. Unmarked units may disregard any or all of the above. Units designated as Stealth will maintain as much of the above decal as possible, in subdued colours. Stealth vehicles preferred as black, however may vary based on availability. 

Special Service Vehicles

From time to time, the SCSD will employ special service detail vehicles, which may have some items on the appearance package modified. Where possible, these vehicles should adhere to the following standards. Maintaining above color scheme of black, dark gold and white. Stripe may be excluded, however SCSD badge should be included, as well as the wording "Shiloh County Sheriff." Flag should be included in all marked vehicles. 

Exceptions may be made for any of the above, as needed.
