Biography:

Kendall Ross was born and raised in Sydney, Australia to her American mother and Australian father. The second of three children in the family she grew up with a love for literature, writing, and learning history. Upon entering high school she got involved in her high school's newspaper club where she mostly covered sports. After graduation she took advantage of her dual-citizenship and moved to the USA where she went to Crescent Falls State University to study journalism. Receiving her diploma she then went on to get a job with the Shiloh County Chronicle after her internship there.

'911, where's your emergency'
'Someone just got shot!'
'Where?'
'In the parking lot. Oh god, he is coming this way.'
'Sir, where exactly are you? I need your address!'
'I think I'm dead.'
Hearing a gunshot on the other end followed by sounds of what I can assume is the phone and the caller dropping.
'Sir, are you there? Sir?'
Not getting a response, I start tracing the call for the location. Hearing more gunshots in the background over the still active line I realize we may have something bad going on here.
'Hello? Are you still there? Hello?!'
More gunshots can be heard on the other end so I prepare to activiate the ASTF as I look to Goodricht and other dispatchers. Before any other sound comes through the line goes dead. I immediately dial the supervisor's extension and get Aylward.
'Sir, I think we have an active shooter here. Anyone else have similar reports of gunshots in Oxnard? I couldn't get an exact address. ALI just gives me a tower by the arena. Working a trace now.'
Stevenson Tower

Located on the North River side of Fort Shannon, behind Saratoga Theatre on Lyons Ave, the Steveson Tower is the largest building in Fort Shannon and tallest in Shiloh County.
Stevenson tower is home to multiple offices, several speciality clinics, a gym, an indoor pool and a high end shopping centre. Many of the elite businesses strive to get a foothold in this building. The penthouse is home to Shiloh Stars Restaurant and the roof has a helipad, however this has fallen into disuse and serves mostly as an emergency landing site for the past decade.
AMR Red Alerts Plaguing Shiloh County

And now, we go to a special report on the state of emergency medical care in Shiloh County.
While the citizens in Crescent Falls, Fort Shannon and Arcadia know a 911 call for an ambulance will result in the life-saving equipment show up to their door, many Shiloh County Citizens are finding less and less that they will be able to rely on that. American Medical Response, the ambulance provider for the citizens of Clinton, Oxnard, as well as throughout the county, for "surge ambulance" protection, has been finding themselves in a case of red-alerts.
A red alert means that a 911 call has been placed for emergency medical assistance, but no ambulance is available. Over the past few weeks we've discovered that there's been 152 Red Alert periods, meaning that no ambulance was immediately available. When we contacted AMR for comment, they provided the following statement.
While this situation appears to be minimizing, speaking with Teamsters Local 1123, the union attempting to organize paramedics, EMTs and EMRs, for AMR, they say this is just an issue that's part of the larger problem for AMR. The County EMS Budget, which funds 911 ambulance services provided by AMR, Shiloh County Fire, Code Blue EMS, Jackson EMS and the CFU Hospital EMS, is allocated with more than 45% of funds going to AMR, despite having a much lower population. Teamsters Organize Bill Thompson says EMRs make only 25 cents over the minimum wage, and among the highest paid paramedics, salaries only average $24/hr. He says that this is significantly lower than other providers in the area, including County Fire, which creates a high turnover rate, contributing to Red Alerts. Thompson specifically states that wages are the significant driver for high turnover, low staffing rates, and the alarming rate of Red Alerts.
Shiloh County ERT, which handles all 911 calls within the county, advises that if an ambulance provider cannot provide responders to an area, they have a multi level plan which allows for fire departments, as well as other ambulance providers to respond to the emergency calls.

SCSD Merger

Today I wore a light blue dress suit for the evening news and I think I look good while sitting behind the news desk. We are now coming to the part involving SCSD's merger into Oxnard and Delmore that came with an interview. As the camera turns onto me I start speaking.
'For our next news report. The Sheriff's Department is getting a bit bigger. At least in areas where they're patrolling more regularly now. Joining us is Commissioner William Burke with the ERT to explain. Thank you for joining us tonight Commissioner Burke.'
Fireside Chat: An Interview with Shiloh's Six

*The stage setup is a little different today. The usual reclining chair we have our guest sit in has been replaced by two sofas that flank the recliner that I sit in at 30 degree angles. Instead of an end table next to each chair there are two coffee tables in the front of each sofa with another table in front of my chair. On each table are glasses and pitchers of water for me and the guests. For decoration on the tables we have pictures, sent in from the department and the guests, scattered about like a collage. Photos of our guests when they were kids, when they were in the academy, and as they are now. As the camera goes live I start my opening remarks before inviting the guests on stage.*
'It started in Selkirk and it ended in Kimberly. It's been nearly two months since Selkirk was rocked by explosions. Nearly two months since three deputies encountered those responsible for those bombings. Nearly two months since three other deputies rushed to assist the other three when their encounter became a shootout. Joining us today are those six deputies who responded to reports of a suspicious vehicle and ended up stopping the Selkirk bombers. Now, let's please welcome Deputy Alejandro Sanchez, Deputy James Rogers, Deputy Micheal Caldwell, Deputy Richard O'Reilly, Deputy Jerry Wagner, and Deputy Evelyn Hawke.'

Selkirk Bombing Incident - Shiloh County Update

*The sun is starting to come out. Well, sort of, it's behind the morning clouds that formed an hour ago bringing a drizzle of rain with them. Haven't left the Clinton Press area since I got here and now I'm piled in with a bunch of other reporters waiting to hear from some official on the updated words coming from the town next over; Kimberly. They said it would happen at 7am which is in just a few minutes.
*The familiar Yellow SUV, liveried in the style of ERT pulls up to the area, followed closely by a black SUV. Out steps Commissioner Burke, as well as three men in Black suits, clearly feds.*
"Good morning everyone, thank you for waiting. My name is Commissioner William Burke, I'm the director for the Emergency Response Team for Shiloh County, with me this morning are FBI Special Agents McCue, Colloway, and Mugford. We had hoped to hold this conference in Kimberley, but as that is still a very much active crime scene, the FBI has chosen to continue the press staging area."
*Burke steps away, giving the space to the FBI and us time to get our microphones in place.*

"Good morning, my name is Special Agent Jonathan McCue, I'm a member of the FBI's counterterrorism task force. Last night, Shiloh County Law enforcement responded to a suspicious vehicle call in the Town of Kimberley, which ended in several explosions and gunfire. At this time we can confirm that the men involved in this incident are the suspects we were seeking for the bombing in Selkirk. At this time, the FBI has the count of 374 casaulties, with 81 having succumbed to their injuries.
"During a brief firefight, all suspects were killed and several officers sustained non life threatening injuries. The FBI has assumed command of this scene, and will be working with local and county agencies in the investigation."
*As he pauses, it's clear it is for questions. I raise my hand to ask, but have to push through the swath of men to be seen. I'm called on second.*
"Special Agent McCue, you said that officers were injured during the firefight, and that there were explosions, can you confirm if this was a planned attack on first responders?"
"It doesn't appear to have been premeditated at this time, however we are still investigating the scene to confirm this. What we do know is they were fleeing the country, in hopes to escape to the Canadian wilderness, as was confined by search warrants executed on their properties early this morning."

SCSD vehicle replacements

*Standing outside the Sheriff's station I hear from the news desk that it's time to bring my report.*
'Thank you Helen. Well, out with the old and in with the new. Next month the Sheriff's Department will be replacing a lot of the vehicles in it's fleet. Some of the vehicles being replaced with newer cars include the last two marked Crown Vics of the department and all but one of the Caprices. Coming new into the fleet is a Mustang captured in a drug bust and repurposed into being a police cruiser. The Mustang will serve in the Sheriff's traffic division. That is all from here.
